(A second draft project framework - July 2000)

Goal

to facilitate and enhance the quality of reciprocal communication concerning Land Reform between the people of Scotland and their government

Purposes

PROACTIVE: to facilitate the process whereby civic society organisations can individually and/or jointly raise issues, develop ideas and models, and set agendas concerning land reform REACTIVE: to mobilise civic society responses to Scottish Executive initiatives concerning land reform

Outputs

an efficient and effective system of networking which supports the mutual exchange of information and ideas amongst civic society organisations, and which facilitates their joint action a wide range of advocacy/ lobbying events eg letters to the press (and other inputs to the media), responses to consultation papers, public debates and/or demonstrations, oral and/or written presentations to MSPs, MPs, MEPs, Ministers, Committees, and other relevant bodies

Activities

Appoint staff to assist the Convenor in overseeing the development of:

An effective system of Networking

A systematic programme of Advocacy/Lobbying events

SPAN to increase the number and the level of activity of participants, and to establish effective links (a) within NGO, NDPB and government structures and (b) with key specialists and advisers Organise a strategic framework of media releases phased over time
Develop tools in support of electronic networking eg interactive web site and mailing lists Facilitate widespread responses to government Consultation Papers and other material in the public domain
Produce biannual newsletter and other publications (eg briefing papers, records of best practice etc) Facilitate both local and national public colloquia and/or demonstrations – with both proactive and reactive agendas
Organise annual conference Help to co-ordinate (often at short notice) sets of oral and written presentations to MSPs, Ministers, committees, and other relevant bodies

Hold regular and effective meetings of SLRCs steering and planning groups which hold ultimate responsibility for strategic direction and fundraising.

NOTES:

  1. Other than when defending its four core principles, the Convention aims to facilitate the processes of research, advocacy and lobbying rather than determining their content
  2. Option – full-time, multipurpose individual v an integrated group of part-time and contracted specialists (paid and voluntary) with clear and time-framed Terms of Reference
  3. This can include commissioning work by independent specialists
  4. SPAN = Strategic Proactive Networking (see www.caledonia.org.uk/spanning.htm )
  5. NDPB = Non Departmental Public Bodies (Quangoes)
  6. Line management responsibility for the SLRC staff (both paid and voluntary) would rest within these groups.
